Biography

Kathleen C. (Katie) Weaver is a Ph.D. student in political science at Tulane University. Her research focuses on the effects of public opinion and the interplay between domestic policy and foreign policy. Her dissertation project explores the role of public opinion in donor states’ foreign aid allocations and develops a theory of foreign aid as diversionary foreign policy. She earned a B.A. in political science and English, also from Tulane, and an M.A. in social and cultural analysis from NYU. Previously, she worked as Assistant Editor in politics at Oxford University Press and as Assistant Director for public policy research at Tulane’s Murphy Institute.
